stating very clearly today that he will not negotiate deficit reduction, tax increases and spending cuts attached to the debt ceiling. this of course does follow that bruising battle the year before last, where he did negotiate on the issue, and the u.s. nearly went to the brink of default. he said that congress has to pay the bills that it's already racked up. >> you don't go out to dinner and then, you know, eat all you want and then leave without paying the check. and if you do, you're breaking the law. and congress should think about it the same way that the american people do. you don't -- now, if congress want, to have a debate about maybe we shouldn't go out to dinner next time, maybe we should go to a more modest restaurant, that's fine. that's the debate that we should have. >> reporter: in this press conference that was called last minute in the east room, president obama said he will negotiate a deal on deficit reduction but not, as he put it, quote, with a gun to the head of the american people. as you know, joe, republicans are saying they're not going to increase the debt c

the program happens to be. a new war. a new tax cut for the rich. they demand the spending. and then they have to -- it comes time to pay the bills. raising the debt ceiling means we agree we're going to pay the bills that congress has already spent. right? we're going to pay for the stuff that congress has already bought. as a president i thought it was an excellent analogy yesterday. you don't go to a restaurant and order a fine meal and then say i'm going to start cutting back right now. i'm not going to pay for that meal. you already ate it, babe! right? >> that's right. how fiscally conservative for them to say we're not going to pay that. let's just clear up this false equivalency that i think it was the first or second question who made the point at the press conference yesterday well, you voted against the debt ceiling in 2006 so what's the deal? look this is -- 2010 -- 2011, after the 2010 election, the whole tea party wave was the first time that you saw republicans hold it hostage. and say unless you do what we want we're not raising the debt ceiling. democrats have never done that.

're going to sell it to me. you have to go through all kinds of registration and pay taxes and other things. transfer one of our cars to one of our sons recently, we had to go to the vehicle the coming transfer and whatever the costs. why somebody should be able to go into a gun show and by any kind of a thing without any kind of a background check that you have otherwise, at least not unenforceable one, i cannot understand that. i really can't. i think we should have stricter background checks and they should be real ones. you have restraining orders on you, you should not be able to do that. i am understand every state is different. in vermont, you can carry a loaded and concealed weapon this afternoon. we have one of the lowest crime rates in the country. but not because of that. we are, as a society, we are very law-abiding. but with that stop somebody -- but would that stop somebody who is mentally unhinged from going out and using a gun or a knife and killing people? no. i am interested in the meeting this morning to hear the proposals and they will be considered in the judiciary comm

in many years and that was thanks to new tax revenue from proposition 30 as well as spending cuts. >>> oakland police investigating a shooting that seriously injured one man. it happened about 8:00 last night on crest avenue. neighbors say they heard about 30 rounds from what sounded likes an automatic assault rifle. the victim ran. he was taken to the hospital in critical but stable condition. so far no arrests have been made. >>> well, oakland's police chief and the mayor, they are working now to stop the surge in violence. 11 people were wounded in shootings over the weekend, six people have been killed so far this year. the police are blaming a lot of the violence on a feud between rival gangs. it started when a young woman was killed last summer. since then, howard jordan says gangs have been responsible for about 90% of the violent crime. >> we know that's probably 1%, 2% of the population causing this violence. we're focused on them. chief jordan says the police department is already getting help from the chp. he plans to have more police academies and also add 70 officers.
